The driver’s license has remained remarkably unchanged for decades.
A photograph. A name. An address. A date of birth. A few security features printed onto a piece of plastic that most of us carry everywhere we go.
That model is beginning to change.
California has significantly expanded its Mobile Driver’s License program, potentially putting secure digital identification within reach of millions more residents — and providing businesses across the country with an important preview of what digital identity may soon look like.
On July 13, 2026, California Governor Gavin Newsom signed SB 169, legislation that increases participation in California’s Mobile Driver License Pilot Program from 15% to 60% of the state’s licensed drivers. But the significance of this announcement goes far beyond whether someone can leave their driver’s license in their wallet.
It represents another step toward a world where identity itself becomes digital infrastructure.
And that could eventually affect banking, healthcare, travel, retail, government services, cybersecurity, employee onboarding and almost any business process requiring someone to prove who they are.
What Is a Mobile Driver’s License?
A mobile driver’s license, commonly called an mDL, is a digital identity credential stored on a smartphone or compatible digital wallet.
California currently offers its mobile driver’s license through the CA DMV Wallet, while integrations with mainstream smartphone wallet platforms have expanded the ways residents can carry digital identification.
The California DMV describes its mDL as a free and secure digital identity credential that can be presented from a smartphone. The current pilot is now available to as much as 60% of the state’s licensed-driver population. (DMV California)
But an mDL is not simply a picture of your driver’s license stored on your phone.
That distinction is important.
Digital credentials can be cryptographically verified, allowing a compatible system to determine that the information being presented was issued by a trusted authority rather than relying solely on someone visually inspecting a piece of plastic.

Instead of Sharing Everything, Prove Only What Is Necessary
One of the most promising concepts behind digital identification is selective disclosure.
Think about what happens today when someone needs to prove that they are over 21.
They hand over a driver’s license.
That card may expose considerably more information than the business actually needs, potentially including:
- Full legal name
- Home address
- Exact date of birth
- Driver’s license number
- Photograph
- Physical characteristics
Yet the business may only need the answer to one question:
Is this person old enough?
A properly implemented digital credential can potentially provide verification without unnecessarily exposing all of the underlying information.

That represents a potentially important shift in privacy philosophy:
Verify the fact rather than copy the document.
For organizations trying to reduce the amount of sensitive personal information they collect and store, that could be extremely valuable.
Digital Identity Could Also Reduce Fraud
Traditional identification has weaknesses.
Cards can be altered.
Documents can be photographed.
Images can be manipulated.
Personal information can be stolen.
And increasingly sophisticated artificial intelligence tools are making digital document manipulation easier.
The problem becomes even greater online.
An organization may receive a photograph of a driver’s license without having an easy way to determine whether the credential itself is legitimate.
Digitally signed credentials create another approach.
Rather than trusting what something looks like, systems can verify where the credential came from and whether the information has been modified.

A screenshot can be faked.
A digitally authenticated credential is considerably more difficult to counterfeit convincingly when the verifying organization checks the underlying cryptographic signature.
Passwords Could Eventually Become Less Important
There is another aspect of California’s project that businesses should notice.
Authentication.
Most organizations still rely heavily on usernames and passwords.
Unfortunately, passwords are also one of the most frequently attacked components of modern IT environments.
Users reuse them.
Attackers steal them.
Employees forget them.
Cybercriminals trick people into surrendering them.
California is already experimenting with using its mobile driver’s license to authenticate users accessing DMV services.

That does not mean driver’s licenses are about to replace corporate authentication systems.
But it illustrates a broader trend.
The Internet is gradually moving toward verifiable identity, passkeys, hardware-backed authentication and cryptographically protected credentials rather than asking users to continually prove themselves with passwords and photocopied documents.
The Physical Driver’s License Isn’t Dead Yet
There is an important reality check.
Digital identification is still developing.
California currently advises residents participating in its mDL program to continue carrying their physical driver’s license or state-issued identification, because many businesses, government agencies and law-enforcement organizations do not yet accept mobile credentials. (DMV California)
That is normal for emerging technology.
Credit cards did not eliminate cash overnight.
Smartphones did not immediately replace cameras, boarding passes and paper maps.
Digital identity will likely follow a similar transition.
Physical and digital credentials may coexist for years.
The more important question is the direction technology is moving.
And that direction increasingly appears to be digital.
California Is Building More Than a Digital License
California’s broader DMV modernization effort demonstrates something businesses should recognize.

Are our systems prepared to integrate with emerging identity platforms?
Modern API-based architectures make it considerably easier to incorporate new authentication and verification technologies.
And perhaps most importantly:
Are we treating identity as part of our cybersecurity strategy?
Because increasingly, identity is cybersecurity.
The Wallet of the Future Is Already Taking Shape
For years, smartphones have been absorbing things previously carried in our pockets.
Credit cards became digital wallets.
